Applied for entry visa but got rejected (international student)

I hold a valid IPA letter until February 2023. I have already used my IPA letter to enter Singapore once and returned to my home country later on. My university advised me to apply for an entry visa as the IPA letter only has a single-use visa. So, I applied for an entry visa via a local contact and got rejected with the reason "Applicant is holding a valid visa". Does this mean that I can enter Singapore again using the same IPA letter?

An IPA is a one-time entry visa for the purpose of getting the main pass (here: student pass) issued. If you (ab-)used the IPA for a short visit, you lost the main pass (and thus your chance to study in Singapore). Why?!?

If you want to visit again (but not study), you need to apply for a tourist visa (SVP).

If you still want to study here, you must apply for a new student pass.
