Hi I would like to ask about blacklisted of working permit,am I still able to enter Singapore as visitor after my working permit got blacklisted ?

Well, if the quoted question is actually your question, then I can answer it:

A work permit rejection has no impact on whether you can get a visitor visa.

But if you are banned for a serious matter (e.g. working illegally or a criminal offense), then you might also be banned from visiting.

It is best to clarify this with ICA - BEFORE you travel, because being denied entry at the border is worse.
