how to obtain a national health service (SNS) user number

I'm eligible for the national health service but I need a user number to obtain their services. At various heath centers, I've been given an email address to which to send my details and forms, but I've been sending and resending them to this email address for months now and so far, no response. Am I doing anything wrong? Or, is there another way to get the user number?

The NHS user number is requested at your local health centre. And not by email. If they insist on the email, show them this print screen (link below)  and tell them that's not the procedure. You need to take some documentation with you.

This phone number is for those who have already a NHS number.

@JohnnyPT is correct. I went to my local here in Santarem a couple of weeks ago and provided passport, residency receipt (haven’t received card yet), and confirmation of address. The clerk entered my info into the system and in less than 5 minutes, she printed out a form with my SNS number on the top left. I was pleasantly surprised at how quick and simple it was.
