Crisis- Shopping in Ireland and Bank Worries

Hi all! :)

Ireland, as known by all( since the euro came in) is one of the most expensive countries in the Euro-Zone, I won't even bother discussing the difference between Ireland and mainland Europe. Do Irish shops offer reductions for cash payments if you don't ask for a receipt?

If a EZ country were to follow Greece and exit the single currency, would one be able to access their money in Ireland? I am thinking of repatriating most of my savings back to France.
