Time for S-Pass decision after submitting additional documents?

I am recent graduate from Indian university and was offered a job in Singapore. My employer had submitted application for S-Pass around 20 June with MOM asking for documents indicating graduation date. I had submitted Provisional degree certificate around 17 July and Graduation certificate around 7 August. 

I wanted to know how long am i supposed to wait for the decision. My employer says that the decision is still pending. It will be very helpful if someone can share their experiences or knowledge on the above issue.

Took about 2-3 weeks for my appeal.
I think it was 2nd week going to 3.

I counted after additional documents were submitted.
