Need guidance about the residance card

Hello,
Recently I changed employer and got a new Wp valid from now till October of next year. I have stayed in Belgium for more than four years already with 5 wp B, the last one was applied in April of 2018,  so current residance card will be expired May of 2019, my questions are,
1' I went to commune, they told me I can change my ID now or May bext year, the duration will be extended to Nov. 2019, keep in line with my new WP
2. My first wp started from April of 2014, when can I start to apply 5 years residence card?
3, for the previous fours, my contract was expat type, company didn't pay pension for me, the new job is permanent local contract, so I want to know if my previous fours wp can be counted to apply 5 years residence card? Thank you.

The condition is 5 years consistent employment and stay in Belgium. 5 years is counted from the date of issue of your very first RP.

A week or so after you complete 5 years counting from the date of issue of your first RP, go to the commune with all your work permits. No need to mention more details and tell them you would like to apply for 5 year card. They will guide you through the rest of the process or suggest.
