Need help with WP extension

I applied for WP type B in jan 2019 ,I got my permit on 21st Jul 2019 and it is expiring on 20 jan 2020. Currently I am in India and planning to travel in by end of sep 2019.
My question is will I be able to apply for WP extension from Belgium or I would need to travel back to india and apply for fresh WP.
What is the time one should apply for extension before expiry of current WP?
How much time does it take for WP extension.

While you are here, extension of current WP is done here itself.

Think logically, its a work permit and if you're here and working why would you need to return to your country to get an extension.
