Vaccination verification and DP

Does anyone have recent experience with HPB on vaccination verification required for DP. It’s been 20days since I applied and there is no response and the calls to the numbers do not go through.
Is there anyway to speak to the relevant authorities?

Also any recent experience with DP approval timeline? I am also hearing all DPs being rejected.

I suspect there will be no approval of any such visa as long as the border restrictions apply.
