Difficult to get new S pass for foreigners 2021 (outside Singapore)

Hi all, I'm malaysian degree graduate with relevant working experience for two year. I have accepted an offer for a biomedical job and pending for S pass approval, but unfortunately my work pass application got rejected last few weeks (due to insufficient quota). The work pass is currently under appeal.

May I know is it hard for foriengers (outside Singapore) to get a work pass approve during these Covid-19 period? (especially from high risk countries). Because I heard that now they are only considering foriengers reside in Singapore/ PR, the rest will just get rejected?

Anyone with relevant experience, welcome to share.

There was a similar thread on S pass where I have commented today. It depends on your profile and job scope. If the requirement is in demand and not enough skilled workers in Singapore then chances are there to hire a foreigner who is not in Singapore.
