S Pass Application rejected twice

Hi! I really hope to get advice for my friend’s problem

My friend is accepted in a big 4 company in June. His offered salary is $3000. He is a fresh graduate. He graduated from a private uni. His S pass got rejected. Here is the timeline.

Applied 16 Jul 21
Rejected 4 Aug 21
Appealed 16 Aug 21
Rejected 23 Aug 21

He has already taken SAT before and he is eligible for S Pass. The company does not disclose the reason of rejection. The company cancels the offer.

Now my friends and I have some speculations. Is it true that getting S Pass for male foreigner harder? Is it due to he graduated from private uni? Is it due to he is not 21 years yet at the time his company applied for S pass?

His grades are good. He does not have work experience before as he is a fresh graduate. He will be turning 21 this September.

Now he gets an offer from another company, but with different role. I am afraid that his pass will get rejected again.

Can anyone suggest is it okay to apply for S Pass again with different job offer? Will he be rejected again? Or is the chance of him getting his S Pass is lower after getting rejection in the first employment offer’s S Pass application?

Any rejection or approval is usually a combination of factors, so it might not be possible to tell you clearly what did and what did not apply in your (or your friend's) case.
But in general it is very difficult to get a work pass as fresh graduate, as there is nothing that sets you apart from other applicants (incl. locals, who must be hired first).
In addition, the minimum salary for fresh graduates used to be S$3600/month - before MoM stopped stating this number specifically (now, they only state minimum S$4500/month for fresh graduates from "good institutions"...). Therefore I think the rather low pay is the most likely rejection reason in your friend's case.

Thank you so much for your reply. Really appreciate it. I thought that the minimum salary of S Pass will be $2500.

Can we require the reason of S Pass rejection to MOM?

May I know whether it is possible to apply for S Pass with another job offer? Or the result will be most likely the same?

In general, the pay must reflect your market value (i.e. not lower and not much higher than what a local would earn in that position). For a fresh graduate, this is currently somewhere between S$3600 and 4500/month.
Your employer can get more information about the rejection reason(s) from MoM.
Whether a new application (for a different job) is successful depends on whether the rejection reason(s) are still present or not.

Hi, thank you so much for your reply. I really appreciate it.

My friend asked his HR and the HR screenshot MOM’s letter stating “the candidate is not eligible to apply for work pass. Please look for another candidate”. Do you have any idea on why he is not eligible?

Whereas, I (female foreigner, 21) have same qualification as him. I was offered by big4 with the same position as him. My salary is also the same as his offer. Thankfully, my S Pass was approved.

Therefore, my friend is confused about the reason why he is not eligible.

Currently, my friend will have another offer from another company with different position. My friend is worried that the outcome will be the same since he does not know which of the requirements that are not met.

Any advice on this will be much appreciated.

None of us can tell you why he isn’t eligible, except MoM- would be great if a follow up is done with MoM by the employer to get to the exact reason/ logic. Doesn’t seem to be a salary issue alone.
