Wondering how EP application works...

So, I'm a Malaysian and had spent 6-7 years studying here, as both Singapore Polytechnic and NTU graduate. Graduated on June this year and got myself a job offer ($3300) as a technical executive around July.

The company HR was trying to apply SP for me but was out of quota. Instead, she applied EP for me and the application actually went through. Everything went smooth and I got my EP in less than 1 month.

The MOM application form clearly stated my salary as $3300 and I don't think they 'faked' my salary.

The minimum salary for applying EP is $4500 and I wonder how did my application get approved?
Does MOM take into considerations like education background, nationality , etc when processing an EP application ?

Btw, my company is a start up.
