Weird EP application situation. Any advise?

Hello Everyone,

Applied Date:18/10/2021
Rejected: 7/12/2021
Reason: Due to no fair employment to local first.

Background:
Industry: Construction.
Nationality: Malaysian
Fresh Graduate, Mechanical Engineer, 23's

I just checked my EP application today and it showed Rejected. My HR told me that instead of appealing on the existing application they will go for plan B which is they will make a new application under their customer company. This means my employer will be under their customer company. I'm worried about this plan.

Has anyone had the same situation as me? Please advise on how to handle this situation? should I just give up on this company?

Your advice would be really helpful.

Apparently, the employer did not follow the "fair hiring" (meaning locals first) guidelines.
"Fair hiring" means posting the job on a locals-only website for a month and seriously considering the applicants there. Only if they are all unsuitable - which I think is very unlikely for a fresh graduate mechanical engineering job - can they offer to hire you.
