NZ partner based residence visa

I am currently in Canada and my partner is in NZ. He is premanent resident there. We have lived together for more than 12 months and meet all eligibility. I am temporarily staying in Canada and will be heading back to NZ soon. Can i apply my resident visa from Canada?

There's a question in the application that says 'Are you and your partner currently living together in a genuine and stable partnership'? We're in a genuine and stable partnership but are not currently living together. Should i answer yes or no to this?
