What needs to be done?

Hi Friends!

My Aunt married a man from the US for 21years and they have an 18yr old son. They keep visiting us here in Cebu almost every year, however, this year, my Uncle was held by the immigration in the Mactan International Airport and was not allowed entry. They sent him back to the US. The paper that was handed to him states that he violated:
Section 29(a)(3) and Section 29(a)(5) of the PIA of 1940 as Amended. The paper said he is not blacklisted anyway.
We were told by the airport staff to send a letter to the commissioner.

How to do we go about this? What will the letter say and would there be any documents that we need to attach?
